Is India the largest spender in arms & defence in the world ?

As per the reports of TOI, India was the 5th largest spender in arms and ammunition for country's defence & protection in FY 16.

India's spend for military was around $55.9 billion which was 8.5% more budget as compared to FY 14-15. Where in terms of world rank U.S. tops the list with a spend of approx $611 billion. China follows the list after US and spends approx $211 billion on military development in FY 16.

Why is India spending huge & stocking up? Is India preparing for War ?

Well, India bags the 3rd position in terms of military size preceded by US & dominated by China. India has a size of 1,325,000 militants which is more than 92% of the US army. But in terms of military technology & strength, we are the 4th strongest country dominated by USA, Russia & then china in the world.
According to the CAG report of India in 2015, there are different types of arms that India had was not even enough to fight war for even 20 days. However, the official policy of WWR says that India must have ammunition for at least 40 days of "intense" fighting. 
By July 2016, it was found & researched that we can only last for 16 days with our arms portfolio. Thus, India has recognised the need to refill its stocks from the world war situations. 
Secondly, the recent surgical strikes on terror infrastructure in Pakistan-made India realised that Pakistan has indulged in aggressive manoeuvring and it would be essential for India to remain fuelled up with necessary arms.
In the current scenario, India faces threats from two of its neighbours- Pakistan and China, and it has to be prepared for any eventuality. With the modernisation in weapon technology over land & water, India can stand alone give a tough figth to China being such a massive force.
But, still India continues to symbolise itself as a peace maker country and offering a friendly hand to its neighbours and rest of the world. India has developed its good relation with all dominant forces majorly in terms of trade.

Thus, we remain to be the strongest country with the military spends & continues to emerge with the developing economy with all sort of arms.
